Permissions for Project Folder Sharing Link

Hello.
I make Project folders for units/departments on my campus which contain Libraries mostly for templates specific to them. I used to be able to set the permission to the Project folder to a link that anyone within our system could "edit", but now (within the last few weeks) all new folders I have made only let me select a link that only gives the permission to "comment."
Does anyone know if this is an AE change or if there is an obscure area in which I can change permissions that I haven't already tried?

All my Projects folder only have the Sharing options "Only invited people can acces." and "Everyone at [my institution] can comment."

The Libraries within those Project folders have the options "Only invited people can acces.", "Everyone at [my institution] can view and use." and "Anyone with the link can view and use."

Since the Libraries inherit the Project folder permissions, why don't I have the "view and use" options for the Projects, which are available for the Libraries?
