Re-dimension an image, NOT re-size

I have an image from my smart phone that is of a certain size. I want to import it into a document. The image is VERY large, something like 8" x 10". If I can re-dimension it to say: 4" x 5" that would be fine. However, all these "photo re-sizing" apps will reduce the pixel count. After re-sizing to about half the pixel count, the image is still the same 8x10 when imported into my doc. So "re-sizing" is not what I want. I want "re-dimensioning".

Is this possible with done Express?
