Resize page in Adobe Express delivers unexpected results

Question

I've got a reoccurring problem in Adobe Express. Sometimes, when I click on Resize (page) and enter the dimensions, it will only resizes the image in the bottom layer of the file, instead of the page itself. Other times, it works as expected. I haven't been able to find a reason for the inconsistent results. Has anyone else experienced this and successfully resolved it? Thanks -
