Saving pdf with video - Where does it get the frame still from?

When saving my video as a pdf... I have 4 individual videos playing in frames. It only saves a video still from 2 of the videos, the other 2 are blank. I have tried saving single and multiple with the same result. From what point in the timeline does the pdf pick the video still frame to show?
