Small Icons do not shrink to original size

I noticed a bug today when updating one of my projects. When replacing a 48x48 pixel icon, it would not shrink to the file's original size. When I keep shrinking, it instead crops the file.  You can see in the screenshot below with the size it imports as, the smallest it will go before cropping, and (in red) an icon I added prior to this bug. It happens both on the browser and on the android app.
