I meet all the system requirements. I still cant get it to open .Not sure where or what to do next?

Apart from the topic Image Editor and saying the technical requirements are met you dont' explain what is happening, what you are doing that isn't working. If you to go to this link, what happens?

I get a message that says system not supported. thrn it says learn more here. I go i do what it says and get the same message when I try to install it again .. its just a vicious circle.
