Team usage of Adobe Express?

I work for an instution where not everyone has a paid Adobe Account, and it would be pretty cost prohibitive for every department to have one. I want to be able to share the Adobe Express brand kit for our brand with other departments so that they have templates to work from, but the free version doesn't let you access the brand kit. We really can't just get a premium account for everyone who needs access to it, so my question is how many licenses/people can use a single premium account? Could we for instance have each individual department have their own account instead of each individual person?
