Teams/clients are able to unlock the locked items in Adobe Express template

I’ve created a template for other teams to use. I have several elements on the template that are completely locked and the text locked but editable. But individuals are able to unlock all the elements in the template, which defeats the purpose of us creating a template with locked items.

I’ve followed the steps in the lock editing settings and searched for a solution, not finding a fix to my issue.
