Just for confirmation, are you referring to Premier Elements or premium elements in the Adobe Express app?

If it's the latter, then I see you have an active subscription to Adobe Express, so you should be able to use all premium features and elements in the app. The assets that have a crown represent premiere elements. If you're unable to do so, let us know. Also, you can give it a try after signing out and back into the app with the registered Adobe ID. 

Let us know if you're still unable to use the premier elements or you're looking for something else.
