Unable to download Adobe Express

For me when i go tothe app store and input "Adobe Express", I only get Adobe LIghtroom. So, for me, it is NOT downloadable. Very frustrating.

    I am still unable to accessAdobe Express .

    When i click on the link, the closest i get is “Adobe Express:Graphic Design”.

    Is that what i want/need?
    I have sent video separately of my attempts.
