Unable to open project because I'm "Out of Space"

I cannot open/edit a file because everytime I try to, it says that I am out of space. However, my cloud storage shows I have only used 76MB of 2.1 TB and I have no deleted files taking up space.

I have the exact same problem, except I have 0 files in my storage area when I look via the web. When I try to use Creative Cloud Desktop, it tells me "Something went wrong".
