Video editing: Bring to front/back not possible with included captions

Question

- I started a video project by automatically generating captions in Express.

- I added B-Roll video as an overlay

- Then I wanted to change the layering and move the captions in front of the B-Roll

- I'm using the native windows application

However, this does not work since all layer functions are greyed out.

Is there anything I did wrong? Does someone know how to handle this better?
