Webpage Template for a large group of teachers

Hello, 

I am a curriculum writer for a large district.  I would like to create a webpage template for language teachers to use and be able to assign it to their classrooms.  As of right now, I see that I could assign it to my classroom, but that's not helpful as I am not a classroom teahcer.    Is it possible for me to create a webpage template where writing prompts have been added to align with our currriculum and then be able to share it with other teachers in my school district?
