where are my logos, how do I scale background images, and replace images?

It used to be easy to do these three things.

1) Currently I cannot find the logos I uploaded previously. Can't see a spot for logos like there used to be.

2) Can't find a place to scale background images larger so that they zoom in, like it used to be

3) Can't replace images with a different image like it used to be. I have to delete images and insert a new one.
