Scroll bar jumping to random places on the timeline

There is an issue with the horizontal scroll bar jumping around and moving to random places on my timeline while I'm in the process of editing a very specific area of my video in Adobe Express. Then I need to scroll all the way back to find that area in the timeline. It happens on any browser, on any computer I do editing on. This steals a lot of my time editing which can be discouraging.
