Im a stock photographer and videographer and work in 3D as well. I currently use substance 3D Sampler for texture building but I wanted to know if I upgrade my plan to the plan that includes the 3D models can I use those models in stock? I know I cant just resell the model as stock, but can I use the 3D models in stock photography and video as long as they modified and retuxured and part of a larger scene?

I can only answer for the 3D Substance Assets content, if you have a Substance subscription, you will get a number of downloads of assets and types access (materials, 3D models (meshes), lights...) per month: https://substance3d.adobe.com/assets/
for 3D models: you need a collection subscription. You will get access to the apps.
for any other models that could come from Stock, you should contact Stock via the dedicated page:
