Can i use assets from substance3d.adobe.com with mark "Only not licensed assets" for commercial use, for example in Steam Workshop with Substaince Painter.

The "Only not licensed assets" is only a filter that allows to search in the full library minus the assets that you have already licensed. It would be useful to list for assets that you have not yet used.

If you want to use assets commercially you would have to license them, so they would not be present in the "Only not licensed assets" filter, they would be in the "My Assets" filter

You need download points, which you get when you have a Substance subscription. You can click on "Subscribe" in the UI of the website and it will take you to a page that explains the diffrent subscription possibilities, how many points and asset types they bring you, their cost etc.
