Substance material palette - is the wohle palette disposable within either of the substance licenses

We are looking to use sunstance materials for our rendering machine. For this we started a substance test license. A few as "cost free" marked substance materials are apparently free for download within the license. We woul dlike to inquire whether the whole library will be disposable within one of the substance license packages or whether this sutuation will remain and other substance matrials will have to be purchased seperately for download?
