Does anyone know why, when I open up substance designer and go to create a new graph/ project it is just closing its self down and if theres a way to fix this? Its fine on my PC but on my laptop it does this. I have tried unistalling and re insatalling different versions it did not fix it.

Does your laptop meet the system requirements to run Substance 3D Designer?

If so , some laptops also have both integrated and dedicated GPUs. Have you set the dedicated GPU to be the preferred GPU for Substance Designer?
