Commercial Use of Steam Version of "Substance 3D Designer 2023"

Have you had any luck finding out the answer to this?
We have the same question.

The Substance Designer perpetual license on Steam would do exactly what we need, but we have to confirm that we can use it commercially.

The Substance 3D license page on Steam (https://store.steampowered.com/eula/238710_eula_0) is from 2014 and refers to Allegorithmic products like Substance Indie licenses that appear to be no longer available, though the software is still availble. Also, It does not refer to Adobe
I cannot find any Adobe licence terms refering to Substance on Steam. 
This page (https://helpx.adobe.com/substance-3d-stager/getting-started/stager-on-steam.html) refers to Substance Stager on Steam but there is no corresponding page for Substance Designer.
Where do we find licensing information for Substance Designer?
