Can I use adobe products to create 3D dynamic wallpapers for smart phones desktop and tablets?

if so what adobe programs?

While you would use the Substance toolset to generate the 3D assets, you would have to set up the dynamic 3D scene in some other program, which I wouldn't know personally. You can render out still images or video in Substance Stager.

Okay, Adobe Substance 3D programs could work I take it?

Ill have to look into that. I wish there was a way to find out how the developer create that design.

This sound like something that can be done in Adobe Substance, so I'll move your post to Substance 3D Designer. If that's not quite right, the Substance folks will move it again.

Can you post a screenshot of what you are trying to do?
