Is there a resource or plugin in Substance designer to have a procedural Gradient Noise, like in photoshop in the image below?

If you want it in the gradient editor - no.

 

If you just want random colour noise you can use a pixel processor, then to get the stripes, sample a particular vertical line from that random noise

 

Creating random colour noise :

Sampling a line of that noise :

 

Putting the two together:

You can drag the 'pick gradient' eydropper, in the gradient editor, over a set of random colours in an on screen, image to generate a noise style gradient.
