You could make a mask, to control a blend node, from a baked position map or from a baked world space normal map

I've not seen one for Designer, but there is one for Painter. In painter eny material can be applied as a decal.

As above, use a mask created from a baked world space normal , or baked position, map

 

I've mentioned this in other answers to your questions, but you could simplify your workflow a lot if you separated your material design (using Substance Designer) from the application of ths materials to your objects (using Substance Painter). That way you can use the tools in Painter to control how the material is applied rather than having to build them, to account for all shapes and angles, into the material node graph.

Your screenshot does not give sufficient information on your graph to answer fully.

It could be as simple as a transform 2D node or as complex as picking up orientation from a position map and using the pixel processor.

Personally, I would use Substance Painter to apply such a material and rotate it accordingly.

as in the image but with and without scratching on the other axes.
