Some guidance needed

I am looking for some input on whether or not Substance is the best tool to create 3D designs like shown in the image? Your thoughts on Substance or other options would be greatly appreciated. Once designed I would like to be able to use the design to 3D print the product.

You could use Adobe Substance 3D Designer to produce the design and output the height information for the surface. You also need 3D software that can use that height information to displace a model surface and output it in a format for your 3D printer.

Thanks for the reply Dave! The link if very helpful. I am new to the world of Substance, so I need to learn more about the software and related components and how they all work together. I am coming with more of a mechanical 3D design (Fusion 360 and Shapr3D) background so I am really just getting familar with how Substance works. I just wanted to see if it was feasible to create such a design in Substance, now I need to learn how!
