Substance 3D for creating files for 3D crystal machines (DXF files)

Hey, we are looking to buy a 3D laser machine for making personalised 3D crystals. 

We will be receiving photos from clients and need them editing into 3D and converting into DXF files ready for loading into our 3D subsurface laser engraving machine, which will then create the 3D crystals.

My question is, can Adobe Substance 3D be used to create these files (DXF) and do the editing work we need?

Substance designer can read DXF but not output in that format

You may be able to use Adobe Illustrator for your conversion to DXF (scroll down in this help article) :
