Premiere doesn't recognize Media Encoder (for proxies and export)

Premiere version 24.41
I'm trying to create a proxy through Premiere Pro in the Project screen and the system doesn't recognize the Media Encoder. I've uninstalled and reinstalled the Media Encoder several times through the Creative Cloud software and also through Windows and it doesn't help. Any suggestions?
