Add translations as subtitles

Hello, everybody,
first, let me say that Adobe Podcast is simply a REVELATION. It's helped me so much!
I use it to produce transcripts of the audio & video interviews that I do for my radio broadcasts. Today, I used it to edit a video and supply it with subtitles for the first time.
I have 2 questions on this:
1) After having corrected typos, etc. in the transcript and having produced a subtitled video I would like to translated the transcript into German and add that translation as subtitles to the same video - so that I have a German and an English version. Is that possible? If so, how?
2) Is it possible to adjust the subtitles, so that I have 1 or 2 equally long line(s)? In my video, I sometimes have a full line while the second line might only contain one or several words. I'd like to have a block of 2 equally long lines. Is that possible? If so, how?
Thank you very, very much for your help. I sincerely hope that there are easy to understand solutions to my 2 problems. I'm not a tech expert - so if you have suggestions, might I ask you to word them in a relatively simple way so that I can understand and follow them, please? I apologize for the inconvenience.
