Can not create or publish library

Hi @suchetap48688036, if you haven't tried the suggestions in the conversation here by @HARSHIKA_VERMA , I suggest trying those steps:

Quit XD
Launch CCD (Creative Cloud Desktop app)
Press Cmd+Opt+T to close CCD processes (In that particular situation, user was on macOS but I think that can be done by exiting the creative cloud app via File > exit on CCD app, or ctrl-W on windows)
Launch CCD, XD
