I am unable to add elements into Adobe library from other files then the library origin file

According to this information I should be able to add elements into the exisitng library from another sources then just file which the library was created from, but it does not work for me.

Goal
1. I have created a library in Xd
2. I want to add icons from Ai file, so whenever I change them this will also update in the library

I found an information here this might have something to do with origin of the file, but I have tried - creating file locally then save it as a cloud doc
- creating and saving it in the cloud
- creating file locally and uploading in CCDA
In all cases I have end up with "view only access" - not sure what I am doing wrong here
