Any reason for the program's unavailability in Russia?

Hello! I was wondering if anyone has an answer about the program's unavailability in Russia? There seems to be a strange discrepancy in comparison to the other 3D software available on Steam, given that both Substance Painter and Designer are both readily available, and if it can be expected that the program will be available at some point in the future.
