Tweening Panel is Missing

Windows 10 Pro: Version 22H2 64-bit operating system: Adobe Animate 23.0 (and after update) 23.2.1 Creative Cloud is up to date.

When I create a classic tween for a Movie Clip I can select options in the Tweening Panel. However, after I click off the symbol and click in the layer timeline to adjust the tween I can't access the Tweening Panel. To get back to the Tweening Panel I have to right-click and 'Remove Classic Tween' and then 'Create Classic Tween' again. I can see the Label and Sound Panel but not the Tweening Panel.

I do not have this problem on my Windows 10 laptop running Animate 23.0.
