Adding effects to tracks

I am trying to add effects such as reverb and speed to specific portions of a track and blend/modify these effects in and out but cannot seem to do it without cutting the track up.For example, I would like the beginning of the track to be stretched and gradually speed up to normal.

Any advice on how to do this? I have tried searching but perhaps I am using the wrong terminology.
