ALL files export with a terrible hiss....

Doesnt matter the type of file, bitrate, Khz, everything exported from Audition has a very loud and distinctive hissing.

Whats going on here?

    I'm afraid that you haven't presented us with anything like enough information to go on here. We'd need to know exactly what you've started with - bit depths, but rates, etc and the format that you're trying to export to - and the export settings too.
