Audio plays before Waveform starts

Hi,

 

 I'm working in version 13.0 of audition in a multitrack session. Recently I've added a few tracks with Punch SFX, but I can't sync the audio with my video correctly, because the audio starts before the waveform even begins on the track.

 

 I've tried deleting and re-adding the files to the session. I've even tried different punch SFX clips, but they all have this issue. 

My dialogue recorded myself and other audio that I did on my own are not having this timing issue though. 


My computer is brand new. 2019 27" iMac with 64 gb of memory.

 

 Please help?

Now actually every audio clip shows activity about 2 frames before the waveforms hit?

 

is this a metering issue? I've reverted back to Mojave and I'm still experiencing this issue while scrubbing.
