Audition unnecessarily resaving all files in session

I used to find this prompt quite useful when saving a session:

“One or more media files used by this multi-track session are located outside of the session folder. Would you like to copy these media files to the session folder?”

However, it's now a real bother because if I have only added one or two new files to the session and resave, it saves everything (all files in session), as if they were new causing loads of data to be synced each time I save, bogging down my network.

Note, this only happens when working on a Windows 10 Home system, v1903.
I have not had this problem on Macs.
