"Bumpy" noise after razoring audio clip

Hello, I've had this issue for a few projects now.
About half the time whenever I modify an audio clip using the razor tool or pan it, a odd "bumpy" noise occurs over the original audio. It almost sounds like a distant helicoper.

Is this simply me being me and doing it incorrectly or is this a bug I need to work around?
