Can Audition read macOS project files on Windows and vice versa?

Can I record multitrack audio in Audition CC on a Mac and edit the project file in Auditon CC on a Windows 10 computer? Are the project files cross compatible?

Project files and media files work just fine!

If you have Audition pull your sound files into the "Imported Files" folder, which lives right next door to your project file (.sesx), everything should work just fine. In fact, I'm doing this right now as I switch between a Windows laptop and a MAC Workstation.
We sync them up with Dropbox. But, you could do the same thing on a local network even more easily.

So if I export a session from Windows (with all the sound files) onto an external drive, then open it in Audition on a Mac it will all load up OK? All the media will be in Imported Files?

The sesx references media both absolutely and relatively so if Audition can't find the media using the absolute path in the sesx it will then try the relative path.

So if your media comes over in the same file structure ie the folders below the sesx then all should be fine
All that assumes that your media is not scattered all over your drive - if so stick them in a folder ('imported files' or any other name) and Audition will prompt you for the location of the media if it can't find the media using the absolute and relative paths in the sesx

The paths and folders will be different but as long as you retain the session folder structure when moving between Mac and PC you will be fine
