Can't use all my tools

I just installed adobe audition, and it won't allow me to click on half of the tools in the tool car, and I can't select them any other way. I reopened it and it allowed me to use Hal to tool bar but not the tools I need.

      You are aware that the Tools at the top of your Audition screen are context sensitive. Some only work in Waveform view and others only in Multitrack view. Which Tools can't you access?
