Delete Silence Not Selecting Silence

When I use the Delete Silence function, the silence in my audio clip is not being selected. Instead it is selecting a whole section, including audio.

The odd part is when I actually delete the silence, it does what it is supposed to and deletes the silence within the selected section.

I need the silences selected so that I can create markers to ultimately cut the silence from a video in premier pro, not just the audio.

Does anyone know what might be going on here and why the silences are not being selected?
