Effects Rack Presets not loading correctly

I keep having a problem with Audition (build 13.0.13.46) not loading effects rack presets correctly.

I have created a preset with:

Dynamics
Parametric Equalizer

Waves RVox Mono 

Waves Sibilance mono 

If I'm working on a new file and add this preset in Effects Rack, it loads fine....but I find that after I have worked on a few files (say 3 or 4) then try and load the preset on a new file, the first plug-in (Dynamics) is missing, just leaving the other three. The only way to remedy this is to save the uneffected file, restart Audition then try again. Restarting Audition always seems to correct things, but why is this happening in the first place?
