Files for ACX: How to set Average RMS and Peak at same time?

I am preparing files for ACX. They require that the audio "measure between -23dB and -18dB RMS and have -3dB peak values and a maximum -60dB noise floor." How I set BOTH the peak value AND the RMS average at the same time. The raw footage that comes from the studio has as an RMS average just below ACX's requirements ... somewhere between -26dB and -34dB ... when it is normalized to -3dB. Is this an issue that can be corrected in Audtion? Or, is it something that needs to be corrected in the studio when recording?

I just fired up Audition CC and see the same dialogue box as in Audition CS6 (as shown in the reply above). These are both on a mac ... is this a mac/windows difference? Am I looking at the wrong place? (It is "match volume.")

I'm on a Mac as well.  I don't think you are running the latest release (2017.0.1) Build:10.0.1.8. The older versions of Audition didn't support a user defined Maximum True Peak ceiling.

Their way of dictating targets is antiquated. Nonetheless, here's my suggestion for the average loudness processing:

Presuming you are working with stereo files, set the Match Loudness module as follows:

After processing, measure the output file using Amplitude Statistics. Make sure the Total RMS descriptor is in line with the ACX requirements. Fine tune as needed. The key here is you are able to specify both the average loudness (Target Loudness) as well as the maximum True Peak.

As far as the Noise Floor compliance that's a different issue. Make sure the recording space is optimized. You can apply noise reduction in post as well. Just make sure it does not degrade the fidelity of the clips.

Paul: This sounds like exactly what I need ... but ... I'm using Audition CS6 and my options look like this:

Are you use Audition CC? Noise floor is no problem: the sound was capture in a sound booth ...
