Filter & Equalizer | How to get that effect ?

Hello,
I wanted to know how to get this effect. I doubt that it is indeed the filter and
equalizer of the sound, I have no idea of this one.
So I gave you the MP3 file here. (I know how to do the reverse reverb etc, the glitch effect, but I cannot
really get the filter, the effect of the sound. Please if you can help me, I'm here!
