Global Clip Streching

For some reason Global Clip Stretching is not enabled on in Audion 14.4. What am I missing?

Clip stretching, as the name implies, works on clips. You're in Waveform view (I can tell, because the Preview editor is visible), and that works on files, not clips. If you were in multitrack view, then they'd be available.
