Help creating air traffic control voice effect

Hey folks,

Getting right to it, I've purchased Audition, but I'm not a power user.  There are many examples of "radio voice effects", but I'm looking to re-create the exact effect heard in this video.  Can anyone help?  It'd be greatly appreciated!
