Help with extracting clear voices from this kind of radio chatter speech.

Here is the enemy radio chatter voicelines of the ATC soldiers from an FPS game F.E.A.R.2.

These voices have obvious breathing out or processed sounds of speech with reverbs, like when you stick your lips close to the mike of your headphone and record your voice on a radio.

How to remove, or at least decrease the beneath muffled part and extract the clear and light part of the speeches? Thanks!

If you have access to Premiere Pro, you can use the Enhance Speech feature (https://adobe.ly/4elKrNK) to clean up the audio. Otherwise, you can use Adobe Podcast as Rag and Bone mentioned (https://adobe.ly/44xaoXs).

I had forgotten about Enhance Speech in Premiere.

Since the "clear" speech really isn't there, I think your best bet is to try using Adobe Podcast to re-create the voices.
