Hiss Reduction not remaining after file is closed

I am downsampling a sound file to reduce the file size. Converted from 44100k/32bit to 16000k/8bit.

After downsampling the file developed a hiss. I used the Hiss Reduction process and it sounds great in Audition, but when I save the file and close it, then open it back up, the hiss is back.

You developed a hiss because you dropped the sample bit depth to 8 bits, and that's what determines the noise floor. 6.02 dB/bit = about 48dB maximum depth = slightly worse than an old cassette recorder, and on a par with a phone call. This is determined by the Laws of Physics.

This doesn't really answer my question. I already know that reducing the
bit rate and sample rate created the hiss.

What doesn't make sense is that the hiss reduction effect appears to remove
the hissing sound but when I save the file, close it, and open it back up
in Audition the hissing returns.

I have even tried completely muting higher frequencies and get this same
observation: The hissing appears to go away, so I save the changes, close
the file, and reopen it, and the hissing is back again.

I was hoping that maybe there is a step that I'm missing to make sure the
hiss reduction takes effect on saving the file, but the more I look, this
seems like a bug. I'm sure it's pretty rare for someone to need to work
this deeply with low quality sound files. I'm in the unlucky position of
needing to get a 3 minute wav file under 5MB while still being in
wav format.
