How install effects in adobe audiotion

Adobe audition has a place to download effects and more these come in .RAR format with folders How do I install them?

The effects don't install, as such - you have to unpack them into folders on your machine yourself. They are just collections of files with specific categories, and you open one when you want to use it, just as you would with any other file.
