How to do this effect?

I was wondering if it's possible to achieve these effects with Adobe Audition CS6?

the first effect is in this video between the 3:54 - 4:02 mark, and the second effect is between the 4:03 - 4:04 mark

the audio without the first effect is at 0:49 - 0:56 in this video, and the second is at 0:57

    The first one's just chopped up and repeated audio - that's just an editing job. The second one isn't an effect at all - that's just the way they recorded it!
