How to set recording levels

Is there a way to set audition up so while recording it will only record from a certain db and up? If not does anyone know an application that records audio well that this is possible with?

I am currently using Audition 2019.

The answer to this is simple; Audition is set up to record very faithfully what it's sent from your sound device - nothing more, nothing less. And I think you'll find that pretty much all recording software is designed to do the same thing.

The reason for doing this is simple; you can't determine in advance exactly what you're going to get as a signal, and Sod's Law says that the moment you try to second-guess this, it will trip you up. Accordingly all software records dry - no effects, no nothing. If you find software that does anything other than that, well good luck - and all I can say is caveat emptor...
