How to set the frequency to 165 to 255 Hz for the main audio file in Adobe Audition ?

This is probably better suited for the general forums (Community: Audition CS5.5, CS6 & CC | Adobe Community).

You can just manually type in the sample rate number for Audition when creating a new file.  Unfortunately, since the rewrite of Audition (in CS5.5), we no longer can do live recording or playback at sample rates below 6000 Hz.
